According to the Construction and Transport Ministry, at 10:29 a.m. Saturday, the 747 received instructions to wait to begin its takeoff after entering the 3,000-meter B runway. About four minutes later, an air traffic controller learned from ground-control radar that the 747 was starting its takeoff run although another JAL passenger jet--Flight 2503, an MD-90 with 126 passengers and crew--had arrived from Kansai Airport about five minutes earlier yet was still taxiing on the same runway. The controller promptly ordered the 747 to halt its takeoff. According to JAL, the 747 had proceeded about 500 meters down the runway when it received the control tower order to halt. The plane was moving at about 110 kph when the pilot applied the brakes. JAL quoted the 58-year-old captain and 32-year-old copilot as saying, "We misunderstood that we received clearance for takeoff." The two airplanes were about 1,800 meters apart when the 747 finally came to a halt. At the time of the incident, it was snowing so heavily that visibility on the B runway was only about 500 meters. Due to the heavy snow, the 747 was already about 50 minutes behind schedule, according to JAL and Self-Defense Forces officials in charge of traffic control at the airport. |
