そのようなシチュエーションでは、過去完了形の否定 "hadn't" 以外に、現在完了形の否定 "haven't" も、単純過去形の否定 "didn't" も、用いることができ、どれを用いても、意味する内容は同じと思います。ただ、過去完了形を用いると、過去から変わってしまうことになっていることを強調することになると思います。
他の方からの質問 [1864] に対するレス [1866] でも、関係することを述べましたが、過去には真実であったが、変わってしまった／変わってしまうことになっていることを表現する場合などでは、過去完了形がしばしば用いられます。そのことについては、"Cambridge Grammar of English", by Ronald Carter, Michael McCarthy, April 2006 (ISBN: 0-521-67439-5) という参考書の 355c ("references to changed states") に載っています。また、"Practical English Usage", by Michael Swan (ISBN: 0-19-442098-1) という参考書の 424.2 ("unrealized hopes and wishes; things that did not happen") にも関係する説明と例文があります。
質問 [5227] で挙げられた例などは、上述した過去完了形の用法を、否定の意味に応用して、考えることができると思います。そして、多分、その例では、過去には検討さえしなかったが、そうすることによって変わってしまう (検討するようになる) かもしれないことを強調するために、過去完了形を用いたと考えることができると思います。(法助動詞 "may" で「かもしれない」などの意味で、実際にそうなるかどうかわからないと言っておきながら、過去から変わることになることを表現する過去完了形を用いるのは、非論理的にも思えますが、特に何かを強調するような場合には、人間は、常に論理的と思えるような文だけを作文するとは限らないと思います。)
